It obviously wouldn't be a perfect solution, but might cut down on the amount of road-debris that gets thrown directly at the nose of the car being towed. You could probaby fab some at home with a little creativity and you weren't concerned how they look. I seem to think that real tow-trucks have such mudflaps for this purpose.
